electronic issues on 89

Has anyone ever had their heater/air condioner, lights on guages, and abs motor all turn on while the key is out of the car (as in ignition switch is in the off position)? The first thing I thought was that maybe the ignition switch on the car has failed, but after disconecting the wires (blue and black molex connectors) from the steering colum, the problem is still there. Anyone with some input would be greatly apreciated.

Only thing I can see in the wiring diagram is the "Module Relay" being stuck on. It is the only thing common to all those occurances. If it happens again, pull your "Brake" fuse, 10 or 15 amp, out and see if it quits.
