When my 2001 C5 is running the lights won't come up, however when I turn off the motor with the ignition on the lights will come up.
Anyone heard of this?

yes its is probably the headlamp opening door actuator control module, if not that there is a slight chance it is the headlight switch. I'll post the schematic so that you can see the circuit.
