64 ammeter guage

my ammeter gauge is all over the place but always on the 0-40 plus side...multimeter shows a steady 14.40 charge rate.  Is this spring loaded or what..its spastic?????

Check your connections. Intermittent jumping of the needle can be caused by a loose connection.

thanx but all connections are good..Is the gauge loaded like with a clock type spring because I had a bad short in dash wiring and the needle stuck for a couple of days at -40. 
when it finally moved it has never been the same...  thanx again,  stroker
