Will this bump HP from 350 to ~400?

Hello,

A car I am looking at has:
  1. cold air intake system
  2. long tube headers
  3. Corsa Indy exhaust system
  4. Original Cat converter

Would this bump up the HP from 350 to ~400?

No.  About 375-385   You would have to add a cam, or high-ratio rocker arms, and very good tunning, to get that full increase to 400.
