1971 LT1 Missing at low RPM

I own a 1971 LT1 that was completely restored to 100% factory original condition. When I drive it at RPM ranges below 3500, the car misses, or feels like it is missing. If I am accelerating, it runs great. If I am running at speeds over 55, it runs great. The old owner says this is normal for this car. I have had it looked at by 2 other mechanics that claim to be experienced with the 71 LT1 and they say it is normal. Does anyone know anything about this condition? I would think that the car should be able to be driven at 45 MPH in 4th gear without bucking and sputtering!

Gary
