C-4 torque converter won't engage
 
I have a 1989 Corvette, automatic. I am basicly updating the car. The engine has been overhauled. I replaced the old dash with a new Intellitronix instrument cluster and had the chip reprogramed by Scott Hansen in Reno. And I am using Tuner Pro R/T with a lap top to get the ECM facts. Scott told me that the ECM is not "locking in" the torque converter. He then advised me to take the speedo "in" wire from the instruments and jumper it to A-10 terminal of the ECM. Doing this disconnected the speedo and I had to go to a GPS sender for the speedo to work. The problem now is the ECM is not recognizing the speedo wire (that I jumpered to A-10, per Scott). He is not offering any other help to solve the problem. Does anyone out there have any ideas how fix this problem. All Scoot says is that without the Torque Converter locking up, my fuel mileage will be really bad. When I drive the car, it shift like it should.. Please help, any ideas appreciated!
