Changing Brake booster on 73

Two most likely causes are frozen crossover cable and/or frozen rusted parking brake hardware. Best fix is to replace all with st-st hardware.

Default E/Brakes

Thanks guys, I did get the info form corvettemagizine.com on how-to replace everything and maybe I do have a frozen crossover cable. I'll just have to take the wheels off and check. I know where to make adjustments on how to get slack in the cable. Maybe somethings hung up because all of the e/brake hardware was apparently changed to st/st when I bought the car 700 miles ago and did work at one point. Like I said, under the car the cables are tight and the handle in the car is very hard to pull (like what you'd expect if the brakes were engaged).
