clutch sticking

My 99 Vette has started the clutch sticking while sitting in traffic it sticks to the floor and I've too stick my foot under he clutch peddle and pop it off the floor has anyone had this problem

Does the clutch engage when you unstick the pedal from the floor? If it's a hydraulic clutch, is the fluid level correct? Is the clutch return spring weak?
