Nothing free that I know of. You can buy a program called LS1Edit you can buy for the LS engined cars, and similar programs for other cars, but you have to know what you are doing to use it, and that is not easy.
Buy a copy of GM High Performance Magazine, there are various modules and reprogrammer kits you can buy that will let you play with a few settings, etc. That might be all you need. LS1Edit and the like is for really drastic changes -- it can edit the whole PCM.

I wouldn't tamper with that unless you know the entire PCM code map backwards and forwards.
If you don't like the active handle delay, I'd just turn it off (you can do that stock) but don't tamper with it, the program is intermingled with the engine management code set

No, its not instant and you can't make it so unless you want to really screw up the car - back off on the stability tolerance window and it will be intervening every time the car shifts in a turn, etc.
Mine takes about 1/2-3/4 second to act, which is about where I want it anyway. It's saved my butt three times in four years.
