P1415 code
I am new to the forum and could really use some help with smog on my 2003 C5 Z-06. I’ve been to two shops and still not repaired. I have had it for a few months and it has 75,000 miles, and is in very clean condition. I am in California and purchased it with CARB legal shorty headers with EO# and removed mufflers. A P1415 emissions code came up just after purchase. I went through it and the air system appeared to be working fine with no line leaks or blockages, one-way valves working and air pump blowing. One shop diagnosed a faulty air pump and replaced it for $600 and the same code came back in a couple weeks.

I apologize for the reflection of my hand, I was trying to steady the phone recording. Thank you for any help you can give. If I can do a different scan to help, just let me know.

Thank you so much for your response. I was trying to be concise as I could with my question. I don't claim to be an expert, but I have spent a couple months now and many, many hours studying and learning the system as well as inspecting related components. I have used Youtube, Corvette forums, talked to smog people and even bought and read related pages in the GM service manual. I am not sure why the last two smog repair shops could not remedy the problem, but I am hoping to find someone very well versed with the system to help me figure it. Thank you so much.
It looks like you are one of the lucky ones that has inherited an odd issue. And Not knowing what problems the original owner had. A good shop manual is always helpful in these situations so you can check components. If the components check good You will need to check and clean and maybe tighten all the connictions making sure the contcts are together as much as possible. (pushing the wires in behind the connectors) The ECMs can tell you what area the problem is in but not exactly what the issue is. They can drive you to drink. Check all contacts, grounds and condition of the wiring harness to the ECM itself to make sure its not rubbing through somewhere. I would check the connection to the ECM, clean and inspect. There could be and issue with the ECM but that's rare. Most shops like easy fixes and when its not they will say they don't know. You can spend hours even days looking for Gremlins, shops won't do that unless they think you have deep pockets.

it looks like the previous owner was not able to remedy the problem because when I went to smog, the machine said I needed to see the state smog referee. The smog guy said this usually happens when a car is smogged illegally and the shop gets caught.

Welcome to the forum. Sometimes independent shops don't have all the scan capability that a dealer does. I know it's expensive to go to a dealer but you might check to see what scan equipment the shops you took it to have access to.
I have had a few issues with error codes where the codes are saying there is a problem with a module. I have seen modules and switches replaced only to have the same issue. So don't rule out bad connections. I have noticed on some vehicles where there are issues and they get played with alot the contacts become loose and that starts the hunt. Most problems are simple, you just need to find them.
This car does not have an obvious fix. Check the connections and clean with an electronics cleaner, or I have used wd-40 many times with good results. Try and inspect the wiring the wiring harness as much as you can as you go looking for any harness damage. If the sensors check good it could very well be connections. Make a point to inspect contact pins for alignment as well.
