Blocked air intakes on Grand Sport

Blocked air intakes on Grand Sport
Can I and should I remove the air intake blocks on my 2011 Grand Sport. Just installed a new K&N filter and want it to run optimally. The hood scoop is blocked on the inside with what looks like plastic strips that are secured with J straps that are hard to get to.
