Powdercoat
Powdercoat I have seen burns off almost immediately. Maybe they make a high-temp powerder coat but I doin't see how it could work. The idea of powdercoat is to use heat to melt it on to the metal by baking it in an oven. The headers get even hotter than those oven when they are running -- I would expect that would burn or ruin the finish pretty quickly.
You can get a type of ceramic coating, or chrome, either of which will often still turn blue or black with heat.

My friends powdercoating only lasted him one season of driving. He has since gone to the ceramic coated. He has has great success with these. Bought some for my restoration based on his recommendation.
