No, actually, if performance is the measure, it can't, unless its a very old Viper (one of the early 415 HP ones) against a C6 with all the performance goodies. Compare apples to apples (stock, same year) and the Vipers always have been faster, except for the ZO6, where it is so close it's really too close to call consistently.
A 'vette beats a Viper hands down as a daily driver, though, something to keep in mind.

I don't know why there's such a big deal about what is faster. 
My Vette is faster than a V-dub, but slower than an F-18. (for now
)
I'm sure that when the warp drive instalation is complete in the "Starship", she'll be plenty fast for me. ( and a few others too

Let's get our facts right. A stock Viper can outhandle a stock C6 by a small but consistent margin (generally, probably just due to its larger tires). The 2006 ZO6 could hold on to a Viper if driven by a pro, but was generally rated as inferior to the 2006 Viper in terms of controllability and handling at the limit, in just about every objective comparison test I read because they all said the 'vette was "skittish" and the Viper easier and faster at the limit for anybody but a pro. Recent test I read in Car and Driven noted big changes in the latest 'vette's handling, and commented that these problems have been fixed, so I expect a Zo6 can outhandle a Viper, but the Vioper can probably still outhandle a stock C6.

On 5th gear they compared a stock 2006 viper to a stock 2006 c6. The pro driver could not get the viper to power slide around the corners and said the vettehad MUCH better handling. He even lost control of the viper and went off the track. It was the vert viper though vs the coupe C6. I know it's one instance but during that segment the viper looked like crap.
