C3 steering locked up

Default C3 steering locked up

Just came across a barn find '80 C3. The owner has the right keys but the ignition switch won't turn to unlock the steering.
Can the steering lock and ignition switch be accessed by removing the steering wheel and assembly?

As you probably already know, the actual switch is mounted on the steering column down close to the firewall. It's actuated by a rod that runs up the steering column to the ignition lock.

No, I did not know that. Never been into the column before. THANKS!
Got sidetracked last weekend, hope to dig into it soon.

There's a special tool that will depress the lock plate so that you can remove the wire retaining ring. While I've done it without the tool a couple of times, I found it a lot easier with the tool. I think I may have got it at JC Whitney years ago.
