87 Vert, coolant leak at manifold to block. I've torn the FI and intake manifold off. Trying to decide if I should have the heads rebuilt or replaced while I'm this far in. Suggestions?

Also does anyone know how much of the emissions I can remove. I am exempt three different ways and have driven the car 4000 miles in 12 years so.I'm not violating anything. If I remove and block EGR will I need a tune to prevent a permanent CEL? Thanks for your response.
