Coolin fan problem

I have a 92 that had some overheating issues. The passsenger side fan engages when I run the AC but I have yet to see the drivers side fan fire up. Is this an issue with the relay or temp sensor. Does anyone haveadvice on the right troubleshooting process for this issue
