rocker panel repair

My 84 vette is up on blocks for the winter and I have found a little damage on the rocker panels. They are chipped and have had a couple of smaller chunks broken off. Looks like they are not made of fiberglass but a plastic poly of some sort. I am wondering what to use to patch them back up and also what sort of paint to use to finish them. Is there something to put on top of the paint to prevent paint chipping ????

Where are your rocker panels located at?

below the doors and they run the length of the body between the front and rear tire.

They are made of urethane and it takes a plastic welder to repair. You use a base/clear paint with flex additive in the clear. [8D]
