Hello all, I figured out why my 95 would not start. I thought is was the VATS system or the PKE system. Well, it sort of was. If you have a C4 that you may have bought 2nd or 3rd hand, remove the hush panel in the steering wheel. Look a bunch of wires with a lot of ground wires and what looks like a relay. Well, that's what it is...a relay. It was spiced in to a wire (yellow) leading to the ignition switch. I jumped the relay and turned the key and viola, it started. I took the relay out and re-spliced the wires back together. All is well. There was also a 6 pin plug under the dash. I was told it was some sort of "security system" that dealers installed for $295.00. The relay died and some looking around and all is fixed
