Default Newb here with a question

Is fly by wire on a 98 vette supposed to make the response slow.

My friend has a 97 LT1 TA with a 3000 stall TC, Air induction, and exhaust. I have a 98 Vette w/ 3000 stall TC, Air induction, and exhaust, Z06 Cam, Pushing 320.

When we race in Overdrive at 40 and up. His car immediatley puts 2 cars while im just waiting for it to drop down. My tuners lowered the downshift time to 2/10's of a second. Is this normal for the Vette.
