Default windshield wiper stuck but not like similar posts i've read

Today I went to wash the windshield with the wipers and the left wiper only moved up about 6 inches and froze there. A minute later it went down, so I tried again and it went up 6 inches (driver's side only again) and froze there but now it won't go down at all. I've read about the utters and am going to check that when I get home but has anyone heard of this? I've heard of the possessed wipers or the ones that stop straight up and down but never this. Any ideas?

I'm having a problem with mine also, I have a 2000 c5. the wipers do not go all the way down like normal. They work, but when I turn them off they don't come back on and do not go all the way down. Help please

Yeah i had read that but mine aren't going crazy they just aren't going. Going to check the fuse now and them remove the assembly if the fuse is intact. My udders were clogged but were dry.

solved! LOL i'm relatively positive this will help no one but....

I took my wipers apart down to the motor marking the position of the wipers so I could replace correctly. When I got to the motor I found that the previous owner or someone who worked on it forgot their pliers and screwdriver next to the motor, the tools had wedged under the motor arm pinning it. Removed them and it works great!
