Default head-Lt. cover not opening

My driver side head light cover isn't opening. I find no bad or disconnected vacuum lines and am wondering if the actuator or relay valve could be the problem, as I am losing vacuum when I pull the light switch. The GM shop manual doesn't cover trouble-shooting the head light assembly. Does anyone know how to find the root of my problem??? Thanks in advance.

You might try this....
with the engine running, and the light switch on, go in steps, disconnecting the vaccuume lines for that light. start at that light. When you find vaccuume, what ever follows in line is bad.
