Both #4 L and R Body Mounts need replaced; all components
including the reinforcement on body.
Is it necessary to remove the rear bumper?

Welcome to the forum. I suspect you would have to at least loosen the bumper and probably the No.3 and No.2 body mounts in order to raise the body enough to slip the new one in.
Most articles I have read regarding replacing body mounts have either lifted the body completely or at least disconnected everything on one side and raise the body on that side to replace them.
BTW, you can get a replacement body reinforcement part that's yours is rusted out on from Paragon.
