Catalytic converter (bad?)
In the days when we still had leaded fuel, cats could get clogged and cause the engine to barely or not run at all. The person that had the car said, if I could get it out of the driveway I could have it. I cut the cat out of the system and drove it away. Was a nice little Duster.
If it's real bad, you won't be able to go very fast, like less than 30 mph. Sometimes the honeycomb ceramic matrix starts to break up and as the pieces turn sideways, it starts to severely restrict exhaust flow and reduced power is the result. If it hasn't gotten that bad yet, then under full throttle acceleration, the exhaust sounds more like a whoosh. A vacuum check might give some indication.
