I assume you have new parts in the rear, adjust the shoes first so you just feel them drag on the "drum", rock the rotor back and forth to center the shoes. After you have them where you want, take up the slack in the cable with the slack adjuster at the "T" of the cable.

Secure the rotor with lug nuts.
Insert adjuster and lift handle away from floor, When tight, back off 7 to 9 teeth.
Rotor should spin without serious drag.
Then adjust cable for final hold, which is tight at 14th click on parking brake handle. PG.
