Need help on what is the best place to begin when headlights do not close.

I am not exactly sure about a '76, but on a '79 there is a small vacuum switch located under the center of the steering column under the speedo/tach cluster. Push the plunger up or in and you will restore vacuum to the system.

Edit - A previous owner may have left the lights up due to a problem with the system, usually a vacuum leak.
