How hard should a 1972 Corvette with power steering steer

 

Welcome to the forum. It should steer relatively easy with power steering. If it's not then I would suspect either something is wrong with the control valve or pump or possibly even ball joints that are getting very stiff. You could try getting the front wheels off the ground and disconnecting the rod end of the cylinder and see how stiff the steering is by itself.
