the outer seat belt [lap] goes under a Chrome plate & under the seat , is this supposed to retract & is therefore siezed or is it just a fixed anchor point ?

 

Just checked my 68 soft top which I have had since new and it has outer belt attached to floor coming through a black plastic lined slot in carpet about 6in. in width. No retractors. What model areyou working on?

thanks for checking , I couldn`t see inside the rubber sleeve far enough to to see if it was just an anchor or a retractor

 

I just replaced the carpet and the seat belts in my 69 drop top. The outer belt (male end) is anchored under rear center of the seat under the carpet. The belt goes through the guide that is bolted to the rocker panel. The inboard (female end) belts are anchored to the tunnel. The inboard anchor points are connected under the car by a steel cable.
