Your right pg, emmisions device's were dependent on which state the car was destined for. Mine has no A.I.R. either and never did, check the sticker under the hood to see what type of controls it came with. It will say AIR, EGR, EFE, etc.

Now, take everything I say with a grain of salt, but AIR tubes into the manifoldsdidn't show up on EVERY car depending on where it was sold, but even cars like the 1970 LS6 Chevelle had smog pumps. I had a 1979 Malibu with a 267 that didn't have any AIR pipes in the manifolds, but it had a smog pump on it.

Thanks for the info, it says ccs/egr under auto which mine is, what does ccs mean? PG.

Computer Controlled Spark?? But yours doesn't have any computer does it?

Aha, I found it in my trusty service manual. CCS = Controlled Combustion System which is the $.75 TLA (3 letter acronym) for AIR or air pump.

So at one time yours had a pump setup. Also if you or the PO haven't changed the mech. advance setup, then it's sort of a emissions control because it's basically retarded when compared to a non-emissions engine.

I have a '69 427/390, no A/c, no P/S. It appears to have stock exhaust manifolds which I'd consider replacing with headers. I'm sure this is a newbie-type question, but can I install headers with the engine in the car? I don't have the equipment or the skills to jack up or move the engine.

Yes you can. You need to get the front of the car up on ramps at least.
