C4 Hood Release
Mine does the same thing. Once I pop the hood I have to step out and gently lift it on the drivers side then go back and pull the latch again. I have sprayed penetrant on the passenger side but still doesn't seem to help.

Mine moves just like it should. Everything looks great but the passenger side doesn't release.

Lubing cables is a pain. Getting a hood open that has broken cables, and replacing cables has GOT to be more of a pain.
The hood release activates the driver's side release ok and the hood can be lifted on that side. Unlike C2 hood release the underdash hood relaese has two cables one for driver and one for passenger. I have tried to pull on the passenger cable from the hood release, but that didn't work.

If your cable is intact, you'll need to pull the cable end, with the little metal 'knot', away from the arm that the cable connects to. You can then get a bushing, or a shim, of a sort, to attach to the cable, before the metal 'knot'. This should have the effect of linkage adjustment. It could probably be done at the release handle end, if you're a limbo dancer.
