Headlamp adjustment

Default Headlamp adjustment
Hi all, I have a headlamp that is shining too high and am wondering how this adjusment can be made? Does the headlight cover on a C5 have to be removed completely to access the up and down/left and right adjustment screws? Thanks in advance for any advice.
