Headlights suddenly wont go up or down

Headlights suddenly wont go up or down

had battery issues - was told HCM went bad - Replaced about 2 months ago.
Last night, coming home from dinner, went to turn on headlights - lights came on, but would not come up. Still wont. Manually moved lights up to get home. Lights wont go down either - no clicking, no motors spinning... Fuses under hood good. Dont see anything in floor fuse box that is related to them... WTH?
Any suggestions??
