there are two fans, one is for a/c, lower one does not come on, unless I turn ac on, then they both come on, relay, sensor, or what? fluid levels all ok and etc. engine gets hot in slow, stalled or long periods of stop, or parade speed.

 

Seems like a technical problem. Needs professional help.
