Default Fuel psi

Should I have a steady stream of fuel returning to the tank through the vapor return line? And would this cause me to have low fuel pressure with new strainer and fuel pump.

Your car should have three lines at the tank, the 3/8 inch is the largest and is the supply from tank to pump, the 1/4 or 5/16 steel line that runs next to the 3/8 is to bleed off excess pressure from the pump back to the tank like when the engine is at an idle and not using all of the fuel the pump is putting out. The only other line should be on the driver side frame rail, it runs from the tank to the charcoal vapor storage canister in the left front fender, you should not see liquid fuel in that line.

You don't need or want high pressure at the carb, about 5 psi is all you need but you do want enough volume to feed the motor at max throttle.
