I assume you are talking about the fronts. Works real easy on a drill press. Hit the rivets with a center punch first to make it easier.

Possibly a couple of things. Is the emergency brake totally released? That will hold the rotors on or they're a little rusted around the center register. Soak around there with PB Blaster or WD-40 for a while then do some judicious tapping around the register and maybe a little in the off direction around the rotor.

take the whole wheel hub off and drill from the back then take a air hammer to hit the heads off and hit the rivets through, if you dont have an air hammer u can grind the heads off with a small ginder....its much easier if u take the whole wheel hum off though....

The holes in the rear rotors are there so that you can adjust the parking brake.
Mark one lug and mark the hole it goes in if you are going to resurface and reuse the same rotor or you may have run out problems.
heres a link on rotor replacement.

guess uve never used an airhammer to get rivet off, u dont use it to beat it out, u use it to push the head off, after u have drilled a hole in it to weakin it.... i did it to mine didnt damage a thing.....
