I agree with Shark.
First see if the control valve is centered.
When I installed my new one it wasn't centered and I had similar problems to you.
The instructions to center it came with the unit, sorry I don't have them anymore.
Do yourself a favor and spend a few bucks on a Hayes C3 Repair Manual.
In section 10-17 it explains all you need to know about your power steering system.

I have used this book many times with good results.

Do yourself an even bigger favor and get the factory service manual. Much, much better than Haynes or Chiltons. Be sure to follow the instructions as injury can happen when doing this. Good luck and check in if you have any questions.

Forgot about that one, the shop manual is much better.

Under section 12-21 it explains in detail how to center the valve.
