89 C4 Vette No Crank Issue

I've been fighting with this issue for a while now, and still can't seem to come to a sensible solution here.
My 1989 automatic trans Corvette will not crank over. The security light is NOT remaining on when the key is turned to run, which makes me think it's not the common VATS issue. The SES light is on, but I am not sure how to read the codes because the lights in the dash need to be replaced.
I thought the starter was bad, but after pulling it out and bench testing it, it seemed fine.
I hotwired the starter to engage, and even with it running, the car refuses to start. I checked fuel rail pressure and spark and everything there is good.
Not quite sure what else to do, or the best way to continue diagnostics at this point.

Most auto parts stores will scan for codes for free. That would be the first thing I would do is to find out if code tells you anything. After cranking for a while, you might pull a plug to see if it's wet to see if you're getting fuel.

You could have a bad starter module. Probably behind radio in dash with the horn relay. They make things so easy. You can turn on key and check for 12vdc when you pull module out. If there's voltage you can cross to pin that goes to starter solenoid and it should crank. That bypasses the anti theft systems . With key on car may start.
I am having the same issue with my 1990 Convertible. I replaced the starter - that wasn't it. I had to drop the header to get the starter out. Not a happy evening when it didn't start after that.
