Default Brake pedal sticking on 93 ruby

Hi all, having an issue with my brake lites remaining on til i slightly lift what i will call a sticking brake pedal. Recently replaced pads and rotors up front. All was fine for a while then i noticed a slight drag and the pedal was not returning to its normal height. The booster has been replaced and the pushrod adjustment is within specs. I decided to remove the master cylinder and the pedal seems to be ok. If you've ever removed your master cylinder then you know it is not internally connected to the booster but operated via an adjustable pushrod. My pedal travel is around 3/4 TO 1 inch so that part is funtioning properly. This happens before the car is driven so expansion from heat is ruled out. To my knowledge there is no return spring on the pedal. Just wondering if any one has ever experienced this issue and what the fix was.
