Primary Cooling Fan Not Working

Primary Cooling Fan Not Working
Hi Everyone. I have just purchased my 2nd Corvette. It is a 1994 C4 Convertable and it has never even been driven in the rain. Now, I am having kind of a strange problem. My Primary Cooling fan is not working, but my Secondary one is. Now, I switched both relays with each other and the secondary fan will work with either relay. Next, I removed my Primary Fan and connected it to a 12 volt battery and it took off like a top. So, I now have put it back on the car and am stumped as to what could be the problem. Also, the Air Conditioner is not working, but I thought maybe just low freon to be the problem. So, consequently, when I turn on the air conditioner, neither fan will run.
Any suggestions would be greatly appreciated

RE: Primary Cooling Fan Not Working
There are 2 fuses on the primary cooling fan. 1 for the load in the underhood fuse panel labeled "Primary Cooling Fan Fuse 2" and 1 that powers relay in the instrument panel fuse block labeled " Fan Fuse". Check both of those. If you have power on both those circuits, then the ECM is not grounding the relay to turn fan on for whatever reason (open circuit, no signal from A/C control, bad ECM, etc.)
