For what appears to be no reason,when driving in the early morning I put the headlights on (and they did go on), there was no dashboard lights and then when turning the headlights off (and they did go off) the louvers didn't lower. What am I missing?

Your Bright light elements could be burned out, this happened to me once after I replaced my stock lamps with some higher wattage after market lamps. When I turned my headlights on, the headlight doors came up, l ights were on , when I turned the lights off only one door closed, the next day after turning the lights on then off both headlight doors stayed open, I just happened to pull the lever for the bright lights and noticed both didn't work..I put both old lamps back in and everything was ok....I hope this help...I have a 01 Vette
