whirring sound from braking system

whirring sound from braking system

I have a whirring sound from my braking system (i think). When I touch my break peddle and sometimes on its own. 2001 C5. Any ideas?

If it's from worn-outpads, the sound should quiet down when the brakes are applied. The only way to really know is to take a look.
