Being that there happens to be both a front and back turn signal, I'll make a rash assumption that your question involves the FRONT ONE!!!
It is a real pain in the ***, but you need to stick your hand into the (air scoop) on the lower front and push the ducting back out of the way. Assuming your hand is smaller than a gorillas, you can then reach thru there and around and access the light socket. The socket has a "latch", meaning you have to pull it in while at the same time turning the socket counter-clockwise to get it to pop out of the housing.
Then, you will find that there is enough (slack) in the wiring to allow you to pull the socket and bulb outside where you can extract the bad bulb and replace it with a good one.
Yup, replacing it into the housing hole and (relocking) the socket is real fun too! Good Luck!
