Do you hear the pump prime when you turn the key to 'ON'? Listen carefully to it - don't crank it right away...

If you do, test fuel pressure - static, motor on with vacuum on FPR, motor on with vacuum off of FPR, and pedal down (gauge taped to the windshield).

These tests are easy - to rule out fuel problems, do all 4 - otherwise you'll not know if fuel is the problem.

Did you use a gauge to check the rail. I have a gauge but engine stopped and I spent a lot of time thinking I had a fuel problem when it only pi$$ed a little at the manifold when I pushed the manifold valve with a screwdriver [ engine quit across town no tools] .
When I got it towed home and after still thinking it was a fuel problem I even hooked up a jumper 12 volts to the pump bypassing every thing I found out the pump was working to begin with I had an Ign. problem.
Put gauge on and pressure went up where it should be.
Fuel pump relay on a 95 is behind the lower panel on passenger side.
I really thought it would spew gas but I was wrong. [ No engine wasn't hot so I wasn't too worried about spraying a little gas].
Verify with gauge if you haven't done so already.

Don't know where relay is myself, but until you find out, you can test for current at the fuel pump fuse (unless it is blown). Put a multimeter probe on the test hole next to the fuse rating number on the fuse itself. Ground the other probe, and see what you get.

The fuel pressure relay is located under the hood, driver's side, on the firewall between the brake booster and the wiper motor.
