Default Mystery Item item on ground after new engine install!

is this an ignition noise capacitor and what wires does it hook up to?

Welcome to the forum. Without seeing the ends of the part, it's hard to tell what it is. There's no evidence of any kind of wires coming out is there? Is that tape wrapped around the ends?
