C3 Headlights won't raise but will lower

Default C3 Headlights won't raise but will lower

I've came across an issue with the headlights on my 1978 L82. My headlights will not raise when I pull the headlight switch but if I disconnect the small white hose going to either relay valve both headlights raise right up every time. Then once I reconnect the hose both lights immediately lower. Either valve being disconnected will raise the lights, and it doesn't matter what position the headlight switch is in, on or off, just as long as the car is running. If I manually raise the headlights while the car is off and then turn on the car while the headlight switch is in the off position both lights go down. I've recently installed a new seal on one of the actuators, the other holds pressure fine. And the relay valves are brand new and my headlight switch is new. Any thoughts of what might be my issue??? I need help!!!
