Default Charging nightmare

This one is not about my Vet but about my 69 Camaro.
69's had 3 wire alternator with external regulator.
Here's whats going on:
Really could use some help with this one.

Put a new bat and cables in a few weeks ago.
Car was hard to yesterday and when it did start I was only getting 11volts.
Shut it off, would not start second time.
Had bat checked out and recharged, bat was fine
Also had alternator(3wire ext reg) checked out, is fine.
Replaced external regulator and tried again.
This time it started and I was getting 14volts, only problem, alternator is now making a screeching noise and when I rev it the volts go up to 19.
Alternator got very warm, shut it down now I don't have a clue of what is going on.

You're only 1/3 of the way thru the process. When I do this I change one part,it is immediately destroyed by the other ,which I now change and when it still doesn't work I change the original part again.
Assuming the wiring is good,I would guess that you picked up a bad regulator,the only way I know to test them is to install it on a known working system and see what happens.
The screaming and the 19 volts tells me that the alternator is probably OK. Also tells me the regulator is running wide open. Where you bought it has a sign "No returns on electrical parts",right?
Changing to a modern one-wire isn't too tough,you just have to figure out which of the little wires makes the "GEN" light work,the big wire goes to the big post. Good Luck!

Turns out it was the new Delco regulator was no good.
I put a cheap after market one in and things are running fine.
